The Education Difficulties Program faces many challenges and obstacles, among these obstacles is the administrative aspect and other factors related to professional aspects.To identify those obstacles , technical to related aspects, including those develop solutions and suggestions for them, the researcher used the Educational Difficulties Obstacles Program in the Sultanate of Oman, which was prepared by the researcher himself, in which the scale consists of 45 phrase- distributed on four Constraints Dimensions related to diagnosis dimensions, as following Teacher Academic and Obstacles Dimensions related to the work daily course Professional preparation Dimensions related to education difficulties. Dimensions related to preparing rooms for difficulties learning and the means that must be available in that room. . The scale was applied to a sample of difficulties teaching teachers in the first cycle to both of Muscat Governorate and Al-Dakhiliya Governorate, Implementation on a total The program was about teacher's view of learning difficulties axis in of 254 teachers diagnosing student, and the results came with a moderate degree approval Regarding to daily workflow program axis, the results came with a moderate approval degree . Regarding to academic and professional preparation obstacles, the results came with a moderate approval degree . Regarding to preparing rooms for educational difficulties obstacles axis, the results came with a very high approval degree . The researcher also found that there are individual differences on a study sample in the favor of postgraduate studies on the daily workflow implementation program dimensions obstacles and preparing halls and rooms of difficulties learning obstacles, the absence of statistical differences on the study sample in favor of postgraduate studies regarding to both impediments dimensions to diagnosis and also the academic preparation obstacles The researcher also found that there are no statistical differences concerning the variable specialization There are also no statistically significant differences considered regarding regard the governorates imbalance on both Muscat Governorate experience variable obstacles and Al-Dakhiliyah Governorate we found that there are no statistically significant differences except in academic preparation dimensions obstacles. In the end, the study came out with a set of recommendations, but the most important recommendations are as following : - Updating diagnostic tests by using standardized tests that are appropriate for Omani environment Teachers training on diagnostic tests so that they can apply by correct ways. Modify training programs during the teachers services period to include the field reality , the teacher performance during serves the and treating was to first cycle students.
