This research evaluates the IT adoption in public sector institutions in the Sultanate of Oman, and identifies its impact on transforming the business operation of these institutions. The research is intended to achieve a set of objectives which include examining the IT adoption approach used in various public sector institutions and exploring the IT adoption impact on the business operations. The research is based on designing sets of success factors and impact factors. These factors will be investigated in the public sector institutions to identify the IT adoption success and achievement levels for various factors. This will help to achieve the research objectives. The research uses case studies and a survey to investigate the success factors and the impact factors. This approach combines qualitative and quantitative research methodologies. In practise, IT adoption evaluation process consists of two phases: the exploratory phase and the main phase. The exploratory phase is intended to examine the design and the effectiveness of the instruments that will be used later in the main phase. Documents and interview questions will be used to gather data for the case study, which comprises an IT solution used in a government institution. A questionnaire will be distributed to a number of public sector managers, both IT and non-IT to extract their views and opinions about the IT adoption status in their institutions.
