The study of international attitudes is regarded as one of the most important studies that attracts researchers and academics. In addition to the importance of formal constitutions due to its relation to international political events and clarifying many of facts and recess to the states in their relations and exterior attitudes tward some important cases and on their bases, states detect their exterior policies depending on their benefits. The research deals with the topic of the Iranian revolution 1979 and the falling of the royal regime and changing it to the Islamic Republic and attitude sultanate oman regime which adopts religious doctrines calling on changing the royal regimes in the region. This made the Arabian Gulf states fear that change and its effects and reflections. This change united the Arabian Gulf states and they founded the Arabian Gulf cooperation Council in 1981. They adopt a united policy toward the regional and international risks on the region
