This quantitative study aimed to discuss the reality of strategic planning in the Ministry of Education in the Sultanate of Oman, in order to diagnose the clarity of the scientific concept of the strategic planning of managers, the level of exercise of this concept, and identify the obstacles encountered in the exercise. The analytical descriptive approach was used. After verifying the validity and stability, the questionnaires were distributed to all (111) members of the study community. The data were analyzed using SPSS. The statistical averages, percentages and standard deviations were used. The analysis of the individual variance to test the statistical differences in the study sample towards the level of the strategic planning and the obstacles facing them were also used. The findingsrevealed: There is an average level of clarity in the scientific concept of the strategic planning of the managers interviewed by the ministry. 56. 76% of managers do not have a proper understanding of the concept of strategic planning. And that the ministry is practicing strategic planning with an average of (3. 53), a medium level. The level of handicaps was average. The study recommended a clear procedure to activate the strategic planning in the ministry, and to spread the culture of practicing it.
