The aim of this study is to build a proposed collective guidance program to modify the behavior of juvenile delinquents at Reform Houses in the Sultanate of Oman. It is part of an extensive study by the researcher. The problem is that the implementation of reform tasks is often fraught with difficulties arising through how specialists dealt with the juvenile, or by failing to follow the best approach appropriate to the situation of each juvenile. In addition, socialization may instill counter-evaluation trends when it incites anti-reform and evaluation trends in juvenile psychology. The researcher adopted the analytical descriptive method. The proposed guidance program was based on theoretical literature and studies related to the construction of behavioral guidance programs, including Jihad Ayash (2009) and Al-Siyabiyy (2011). The findings revealed the formation of a proposed guiding program consisting of eleven (11) guiding sessions, the duration of the session is eighty (80) minutes, applied in two sessions a week, to build the guiding relationship between the events and the guide, and the events themselves, and define the rules and duties and rights among them, and to qualify them as good citizens in society.
