Despite the Ministry of Education's efforts, it did not draw up a clear plan for the role of the school in developing the citizenship values among students. A survey on a random sample of (30) principals at te Governorates of Muscat and Al Batinah South was conducted to investigate the role of the schools’ administration in developing the citizenship values; found some shortcomings in the concept of citizenship values. Therefore, the current study aimed to identify the role of the school administration in developing these values. The descriptive approach used, and two questionnaires; the first for the students, included six main aspects. The second questionnaire was designed for school principals and their assistants, which included three aspects. The study sample included (1004) students, (55) school principals and (51) assistant who were randomly selected from four governorates of education: Muscat, Al- Dakhiliyah, Al-Batinah South and Dhofar. The findings revealed that the degree to which the examined school administrations practiced their role in developing citizenship values; was weak.
